Starting tomorrow, June 28, at 9 am, a new program in Connecticut will offer a $500 eBike voucher to all Connecticut residents aged 18 years and older, as part of an effort to improve air quality and reduce traffic congestion.
An additional $1,000, which DEEP calls "Voucher+," will also be available to Connecticut residents that meet any of the following criteria:
- reside in an Environmental Justice (EJ) community or Distressed Municipality or
- participate in a state or federal income qualifying program or
- have an income less than 300% of the Federal Poverty Level (FPL)
How it works
Connecticut residents 18 years or older can apply for and redeem a voucher, of up to $500, at a participating Connecticut-based, "brick & mortar" eBike retailer to reduce the total purchase price of an eligible eBike. You have to get your voucher before you buy. And you'll have 90 days to buy your eBike after your voucher is issued. The Connecticut eBike Incentive Program will begin accepting applications on June 28, 2023 at 9 a.m. EDT.
eBike buyers must apply at www.DriveCHEAPR.org/ebikes-apply.
(This link is working; the previous one wasn't.) Applications will be reviewed manually and "take some time to process" according to the DEEP webinar held June 22.
What can you buy?
DEEP’s initial Eligible eBike List includes over 30 eBike models. The list will grow as manufacturers release new models. Eligible eBikes must have a MSRP under $3000 and have at least a one year warranty and either UL 2849 or EN 15194 certification for battery and electrical components. According to DEEP, Connecticut is at the leading edge of eBike incentive programs by requiring minimum quality and safety criteria for eBikes in the program.
For retailers
eBike retailers who want to be listed as a Participating eBike Retailer at the initial eBike Program launch had to complete a Participating eBike Retailer Enrollment Form and upload it via this secure document upload link by June 21, 2023. (But you may be able to join in later if you didn't meet that deadline.)Why is CT doing this?
The CT eBike program is part of the state's effort to improve air quality and reduce greenhouse gas emissions and traffic congestion. It's important that the eBikes be used for transportation and not solely for recreation - which wouldn't do anything to help the environment. Every time you use your eBike instead of driving, it's a win, even if it's just for short errands.A similar program in Denver, Colorado has been wildly successful. Electric bicycles in Denver are replacing an estimated 100,000 vehicle miles per week. “We launched on a Friday. Monday morning we came into the office and found out that over 1,000 people, over the weekend, had already applied for the program. ” See E-Bikes Are Putting a Dent in Denver's Vehicle Miles Traveled.
